I believe the summary statement contained in the Director's letter of 28 March 1958 to Senator Saltonstall, with the attachment describing the Language Development Program, may provide a satis- factory answer for Congresswoman Kelly. The program description is still valid, and the statistics, though for January 1958, are repre- sentative of an average month's activity. In case you may not have copies available, I am attaching our file copy which I should like to have returned when it has served your purposes. 2. In response to the question, "Do we send more people to Georgetotban to the Foreign Service Institute?", the answer is negative. For example, in FT 1955 the distribution was students to STAT Georgetown, andnto the Foreign Service Institute. Generally speaking, we now use Georgetown largely for part-time after-hours instruction in languages which happen not to be covered at a given time in our own out.of.hours program; and very occasionally on a contract basis for some unusual requirement. Our use of the Foreign Service Institute is generally for full-time training assignments. 3. As for Mrs. Bolton's request for an estimate of the teaching of languages at FSI, our answer is that we find their instruction good.
