Reaction to the Nixon Visits
1. This memorandum is for information only and
has been prepared for you at the request of Mr. Wisner.
2. This brings up-to-date the information on
this subject submitted to you in my memorandum of
6 June 1958.

REACTION TO THE NIXON VISITS
BUENOS AIRES
Action Against the Communists: An article appeared in the leading Argentine
newspaper La Ptensa of 27 May pointing out that the attacks on Mr. Nixon
were the result of a general plan, organized and directed by a mall majority
of the population.

Action Against the Communists: (The incidents surrounding the Nixon visits
have not induced preparations by Costa Rica for DT. Eisenhower's visit. A
reason for this laxness is the transitory status of public security officers
caused by the recent change in administration).
MONTEVIDEO
Action Against the Communists: The attitude of the Uruguayan press was,
for the most part, that there is some antagonism toward the U.S. because of
North American support of dictatorships in Latin America and the lack of U.S.
support at the Buenos Aires Economic Conference last year. One newspaper
commented with respect to the visit of the Soviet Deputy Minister of Foreign
Affairs1Dtkuguay, there is greater hostility toward Russia in Uruguay than
there is for the U.S. The fact that there were no demonstrations against the
Soviet Minister and his delegation, makes clear that the hand of the Communists
was at work in the anti-Nixon demonstrations.

Action Against the Communists: Following the demonstrations in Lima and
Caracas the Nicaraguan Senate and Chamber of Deputies both passed resolutions
condemning the demonstrations and these resolutions were transmitted to the
U.S. Congress.
RIO DE JANEIRO
Action Against the Communist: According to the press of 11 June Rio de Janeiro
police frustrated a Communist plan to demonstrate against Assistant Secretary
of State Rubottom during his visit. There were no signs of disturbances.
SAO PAULO
Communist Reaction: The Communist newspaper has ignored the Nixon trip, but
0 Estado de Sao Paulo not usually considered to be Communist-influenced, said
that the Nixon demonstrations were a flagrant reminder of the political error
in which the U.S. has persisted, namely the support of dictatorships and the
assumption that racial superiority has lead to more rapid development of the
U.S., as compared with Latin America.

Communist Reaction: The demonstrations during Mr. Nixon's visit were led
by sixty to one-hundred professional agitators and students who formed a
small, but noisy, part of the crowds that surrounded the Hotel Tequendama
and were present at the wreath-laying ceremonies. Large-scale demonstrations
had been planned, but did not materialize because of preventive meaaures

Action Against the Communists: Most newspapers and local officials have said
that they feel Mr. Nixon's trip was worthwhile, fruitful, and that improved
relations did result.
