Attached is a summary of the hearing before Senator Russell's Subcommittee en $ August. I have discussed with Colonel White and Gordon Stewart the question of charts for personnel purposes for a detailed briefing early in the session next year. At the initiative of the Agency, the Director appeared before the CIA Subcommittee of Senate Armed Services Committee on 8 August 1958 at 10:30 a.m. for a session lasting over two hours. Present from the Subcommittee were Senators Russell and Saltonstall. Also present were Senators Hayden and Symington. Senator Hayden as Chairman of Senate Appropriations Committee and Chairman of CIA Appropriations Subcommittee participated fully but Senator Symington apparently as an Invited guest. simply listened and took extensive notes. William Darden was the only member of the staff present. Accompanying the Director were General Cabe11 and John Warner. 2. Prior to the actual briefing Senator Hayden indicated that he felt it would be desirable for the Director early in the session to appear before the full Appropriations Committee to brief them and to discuss certain activities of the Agency. 3. The Director then briefed the Subcommittee on the Iraq situation Including the plot for the coup d'etat and the make-up of the present government. in addition, the Director briefed on the Middle East generally touching on Sudan. Laos, Cambodia, Thailand, Venomle, Guatial sad Panama. Senator liassell offered his view that some day there would be a revolt in Nicaragua. Senator Naydea asked about the effect of the completion of the Pan Amnesic** highway. The Director advised that ia his view it would have a helpful effect. 5. The Director offered to present charts to give precise figures and to explain why these people wore necessary. Senator Salteastall and Senator Hayden agreed that this was a very desirable thing to do and should be dame early in the next *sexism. The Subcommittee was briefed on the current statue of numbers of personnel and the fact of a small over-all reduction.
