SJBMICT: Evaluation of Bust West Exchange Program
1. In its first semi-annual report to the IAC, the Committee
noted its plea to asses, the intelligence results of exchanges in
order to bring the knowledge obtained to beer on Lure activities.
It was agreed at the 17 September meeting that an effort would be
made to submit the evaluation by the and of the year. As a begin-
ning a machine run was prepared by Contact Division giving reports
on exchanges, conferences and visits to 30 May. It was submitted
to the membership on 2 August, as background for cursory numerical
evaluation.
2. the second and most important part of the evaluation will
be the statements of gains and advantage on past events with such
qualifying remarks as are necessary. In order to prepare this, it
is necessary to have the contributions from each agency. To assist
in the preparation of these statements, attachment A, to this memo-
randum listing the completed exchanges in subjects of definite
intelligence interest and Important conferences has been prepared.
Also, attachment B, supplementing with report numbers the machine
listing, which was circulated to members on 2 August, is submitted.
3. In order that the material submitted have is. certain uni-
formity, it is requested that a statement from each agency on each
exchange which it had an Interest should cover the following items:
a. Statement of specific value - We should include
specific items learned and gaps filled.
b. Factors limiting gains - We should provide room for
submitting only thoughts on improved handling of the exehangs
or negotiating procedures.
C. Statement on Soviet gain - Any known instances where
Soviets gain useful knowledge of any type.
d. Statement of- net gain - The usual committee balances
of US intelligence gain against Soviet intelligence an& tech-
nological gain should be given.

4. Wb.le it is necessary to deal with all conferences, members
need deal only with those coSferences which they deem to be particu-
larly important. In order to provide a fair assessment of the pro-
gran, every effort should be made to give si ficaat items learned
