1. The statement quoted from Geographic Intelligence Report,
CIA/RR-G-15, The Soviet Arctic, page 36, referred to in the above
memo, was paraphrased from Navy, CINCLANT. FFl-2/A8-3,003/62, 20
Jan 56, Northwest USSR Area Study, p. 70-20, S/NOFORN.
2. Since the report is a regional geographic study designed to
present an overall current account of the Soviet Arctic as a whole,
no attempt was made to develop and evaluate in detail each of the
subjects discussed. 25X1 A9a
3. The analyst, along with is inclined to be
skeptical. However, he feels that the statement "Although strictly
a ship repair yard, it is reportedly being developed into a first-class
shipyard that may possibly build submarines and destroyers" contains
qualification sufficient to prevent its being accepted at this date
as more than a report.
II. The inquiry was correctly directed to Captain Sexton, since
the evaluation of the report would be within his field of competence.
