2. NIS Outline Guide for Subsection 64D
The Air Force member reported that Sete' s proposal of
4 March 1957 for changes in the outline guide for Subsection 64D
(Aircraft Production) was /acceptable to Air Force aubject to clarifi-
cation on the question of whether State will provide aupport of the
economic requirements of the new outline in the form ef a written
contribution t o the Subsection. Agreement was reached between the
State end Air Force members that State would provide the support in
question to a. /maximum degree short of writing and3X.ebmitting a
formal contribution to Air Force, following which the C:committee
approved the outline guide for Subsection 64D as amended by State
(refer to Item 2 NCM 240).
3. Proposed Outline Guides for Section ZZ and 90ement
The Army member reported that the proposed outline guide*
for Section 22 and Supplement II (Coasts and Landing Beaches) were
acceptable to Army subject to several minor changes of a nonsubstaetive
nature (refer to Item Z NCM 240). He presented a memorandum out-
lining the desired modifications wIdch he said had been coordinated
with and approved by Navy, but not with OBI. At the suggestion a the
vice chairman the Committee approved the outline guides for Section ,2
and Supplement II dated 22 March 1957, with the proposed changea,
subject to the latter being reviewed and approved y OBI. r OBI
subsequently approved the changes proposed by Army on 22 April 1957:7

Reqinite for NIS on the Middle
The C?zmnittee diocuesed possible ways of eietin,g Navy
raeeting a priority requirement for compreheneive baIc intelligence
on the Middle East (refer to Item 4 NCM 241), Exclusive of Chap I,
the majority of the outstanding sections on the Middle Eaat area are
in Chapters IV, V, and VI for which production responeibility rests
with State. The State member advised that any increace in preeently
scheduled production in the current threeeyear forecast period wao
contingent on a build-up of capabilitiee of the regular OIR staff so
that it would not be necessary to divert NIS capabilities: to meet te.-"gent
Departmental requirements in the event the present unotable situation
continuee in the Middle East. Such a build-up is now in process. and
it may enable State to schedule more sections in those areas in the
year-end revision of the production forecast,. Approxineately one-helf
of the sections now outstanding on Middle East Areas are scheduled
Lot production during the forecast period, and the Navy vaernSer
agreed that this would generally meet Navy's requirement if the
schedule is met in full. As an inteeim measure Navy requires a
small briefing pamphlet on the Middle East for staff and flag officers.
State agreed to furnish Navy with catalogs listing all NIEse, 11113, arld
State-produced studies on the area which, in conjunctioa with published
NIS on the area, would enable Navy to prepare the needed brieang
pamphlet. The Navy member a reed that the support of red by State
would meet ONI's immediate requiremente on the Middle East,

The vice chairman reported that OBI had undertaken the
preparation. of a classified NIS Reference Grade, and requested the
members to indicete their agencies' requiremente for ale guide
(refer to Item 7 NCM 241), The Members reported their requirements
as follows, but requeeted that these be ccnsidered as tentative:

for dissesnination to Divinion level, and that the matter would be re-
examined when the exact content of the guide is known.

6. Post Cut-Off Data Intelligence
?
The vice ch.airman invited discussion on the proposal from
Air Force that a meparate addendum be provided for MIS Chapters I,
110 and VIII for adding important post cut-off date information (refer
to Item 8e. NCM 241). He pointed out that in conoidering this matter
it mast be borne in mind that it hag long been standard practice to
incorporate significant information received subsequent to the cu oft
date, and prior to the final printing 'stage, by means of footnotes at
appropriate places in the tent. This ie done, however, only when
the new information indicates some fundamental charsge of a relatively
permanent nature, as distinguished from current pot or sonse
fluid situation in an area. In -mese= therefore, the question i
whether or not an addendum is preferable to the present method of
incorporating post cut-off data information in the NIS. After full
discussion of the question it was agreed that the present method will
be continued, but agencies may present for NLS Committee considera-
tion & proposal for an addendum in special situations where footnotes
appear to be inadequate. Thie policy is to apply only to ei Meant
post cuteoff date information, and not to changes or revisionsin
rnanuscript information predating cut-off or approval dates.
7. Analysis of NIS Prodtaction for Third Quarter

The Committee discussed the "Analyeie of NIS Production-.
Third Quarter 1957" which was oubmitted to the members under date
of 15 April 1957 (refer to Item 7 NCM 236). The vice chairman stressed
the need for taking positive zneasuree to keep production at ZYS unusually
high level throughout the erxtire fourth quarter to achieve the production
goal for the year. This shouid assure a relatively even flow of material
to OBI during the last three menthe which would greatly facilitate
processing of the contributions. Individual agency production deliveries
and requirernente for the last three months are as followe:

Release of NIS to the Department of Commerce

The Committee approved the release of Section 35 and
Supplement I (Ports and Naval Facilities) on all NIS areas published
during 1955 and subsequent years to the U.S. Department of Commerce,
Maritime Administration, as requested by letter of justification dated
14 March 1957 (refer to Item 5 NCM 241).
9. Dir st,.-USSR
The members were handed copies of memorandum dated
15 April 1957 authorizing destruction of SID (USSR) by all holders,
in accordance with decision of the NIS Committee (meeting No. 192)
of 29 March 1955 that the SID (USSR) should be destroyed upon full
completion of the NIS (USSR).
10. Suspense Items
The Army member reported that Section 24 on NIS 77 (Panama)
which was in suspense since 12 March was cleared for publication
(by telephone) on 16 April; Section 38 on NIS 60 (Belgian Congo) in
suspense since 5 March was mailed to OBI on 15 April; Section 38M
on NIS I3A (East Germany) in suspense since 12 March Wa 8 cleared
for publication (by telephone) on 13 April.
11. Request for NIS from the Department of Commerce
The vice chairman read to the Committee a letter dated
11 April 1957 froni the U.S. Department of Commerce, Bureau of
Foreign Commerce, requesting a copy of Section 64 (Manufacturing
and Construction) on NIS 398 (Nationalist China) for use by the Far
East Division. He requested the members to advise by telephone the
popition of their agencies with respect to release of this NIS element.
12. NIS Control and Coordination Chart
The Army member disseminat d copies of Department
of the Army Memorandum No, 381.2 dated 29 March 1957 which
establishes policy and general prociviures for the control and co-
ordination of Army participation in the National Intelligence Survey
Program (refer to Item 11 b. NCM 236).
