The members were handed copies of the tentative NIS
Production Forecast for Fiscal Years 1959-60-61, dated 14 October
1957, and were asked to examine them and be prepared for final
discussion and approval at the next meeting (refer to Item 5 NCM 252).
The vice chairman indicated that OBI review comments of the forecast
will be sent out to the members before the next meeting.
The State member proposed that the Chapter I schedule for
FY 1959 be modified by rescheduling the three Near East areas for
FY 1960 and substituting three other areas outside the Near East in
view of the low production capabilities in DRN.
The other members objected to any change in the original
Chapter I schedule for FY 1959, and pointed out that State's proposal
would require six Chapters I on Near East-Africa for FY 1960 which
would be even more unacceptable to area staffs than the original
schedule. The Committee re-affirmed the FY 1959 Chapter I forecast
schedule with the order of areas arranged as follows (refer to Item 2
NCM 234 and Item 4 NCM 247):

The State member accepted this schedule with the reserva-
tion that its fulfillment would depend on full use of NIS staff capabilities
presently supporting departmental intelligence requirements on the
Near East.
The Committee confirmed the original Chapter I forecast
schedule for FY 1960 (refer to Item 2 NCM 234), and tentatively
approved a new Chapter I forecast schedule for FY 1961, pending
final review and approval of the NIS Production Forecast:

3. BGN Name Editing
In line with efforts to improve and simplify NIS procedures
(refer to Item 6 NCM 25Z), the chairman said that, with the completion
of initial NIS Gazetteers on a world-wide basis, it appeared no longer
necessary to continue BGN name editing of NIS contributions, Full
responsibility for using standard geographic names covered by NIS
Gazetteers will henceforth rest with the individual NIS contributing
offices. Names which are not covered by the Gazetteers will continue

to be referred to OBI/CIA for editing by BGN, which will also continue
to edit NIS base maps and other special NIS maps with respect to
standard geographic names.
As a result of this change, NIS Gazetteer maintenance can
be accelerated by using the BGN staff component which had formerly
been editing NIS contributions. It will also now be possible to reduce
the number of NIS manuscripts and graphic materials submitted to
OBI/CIA.. to three sets instead of five sets as prescribed by the NIS
Standard Instructions. In addition, each contributing office will be
required to hold one copy of its manuscript and graphic material in
the event there is an urgent user requirement for an advanced draft
of the contribution.
4. Control Statement Procedure
The vice chairman announced that hereafter control statements
need to be stamped only on the first and last pages of NIS contributions
inritead of on each page of manuscript and graphic material as required
by the NIS Standard Instructions. Control requirements are also to be
indicated in the letter of transmittal and two copies which accompany
each contribution. The Committee was shown a new printed form for
letter of transmittal, copies of which are being issued by OBI/CIA
to all NIS producing offices that require them.
5. OBI Staff Visits
In order to further improve NIS procedures, the chairman
proposed that key members of the OBI staff be made available in an
advisory capacity for extended working level visits to all agencies.
He felt that such visits would do much to resolve mutual problems and
to streamline NIS processing and procedures. The members accepted
the chairman's proposal and agreed to make early arrangements for
such staff visits.
6. Wider Use of Chapters I
The chairman proposed that NIS Chapters I be made available
.to Cabinet officers, heads of independent agencies, and other senior
officials who may have need of basic intelligence support in formulating
and executing various aspects of U. S. foreign policy. He noted that

t he 'President's Board of Conrultant* on Foreign Intelligence
Activities and the Bureau of the Budget had recently voiced concern
that our finished intelligence was not being used widely enough
throughout Government. While the NIS is being disseminated to
many non-IAC agencies, Chapters I are presently being sent only
to the ICA and the USIA. It was the chairman's opinion that many
senior Government officers, and all of Cabinet rank, could profitably
use NIS Chapters I as is now done by IAC and Defense officials.
The members were asked to discuss the proposal with
their agencies preparatory to full discussion at the next meeting.
7. Proposed NIS Annuals
Copies of a prototype NIS Annual of Chapter I on Yugoslavia
were handed to the members for their agencies' review and comment,
The chairman said that the NIS Annual, is designed to maintain
each NIS Chapter I on a yearly basis by reflecting significant changes
in the whole basic intelligence picture of each NIS area, but especially
in the political, economic, and military fields. The NIS Annual on each
NIS area will also supersede the corresponding OCI Handbook, an
internal CIA publication, thereby effecting economies through the
consolidation of separate intelligence publications and, at the same
time, making available timely intelligence to all Chapter I users.
Provision would be made for a pocket in the back cover of each
Chapter I to hold the latest issue of the related Annual, thus
mechanically tying these two publications together for convenient
reference and to insure that they are used in combination.
The chairman pointed out that the NIS Annual would solve
the problem of keeping Chapters I reasonably up to date without the
necessity of issuing frequent complete revisions. This should result
in extending the useful life span of Chapters I and make evident when
complete revision is required.
The proposed format of the NIS Annual is similar
l would Chapter I,
but only significant changes are covered since the not
duplicate any material still valid in the published Chapter I. In
addition, it is planned to carry in the Annual certain items, such as
thumbnail biographies of key government officials, a brief historical
chronology of important developments in the area since World War II,
and a complete revision of the statistical Area Brief carried in the
Chapter I summary map.

Contributions to the NIS Annual would parallel the normal
NIS allocations of production responsibility, but the procedure would
be as direct and uncomplicated as possible to provide for rapid review,
processing and publication. The substance of the contributions,
largely of a statistical base, would be that which contributing agencies
would have readily available without further research.
a. Section 53 on Cuba in suspended review since 10 September
was reported by the State member to be again active with the arrival of
embassy comments.
b. The members' attention was invited to a new ORR/CIA
publication, "A Guide to the Collection of Ground Intelligence Photography
on Ports and Harbors, " which the chairman thought should be made
available to every field activity concerned with collecting this type of
intelligence.
c. The Navy member reported that the forthcoming ONI
Review will carry an article on Navy's tenth anniversary participation
in the NIS program.
9. The next meeting of the NIS Committee will be held at
1000 hours on Tuesday, 5 November 195
