Chief, Coordinating and Con acting Staff SUBJECT: Public Law 233 1. As you know, Public Law 233 prescribes a new graduated system for government employees. The amount of leave accruing to an employee is dependent upon the number of years service with the government which the employee has accrued to him. 2. I am informed that the administration of this new leave statute will require that the Agency establish a complete government service record for each employee in order to ascer- tain the basis for leave accrual. This creates a serious prob- lem in conjunction with many of the contracts prepared by your office and signed by the Special Contracting Officer. As you know, many of the contracts specify that leave shall accrue in accordance with existent CIA regulations. This means that when CIA regulations are necessarily revised due to the new law, the basis for granting contractual leave vn.ll automatically reflect the new leave law. In view of the obvious difficulties in at- tempting to establish and confirm the service records of agent personnel with the United States Government, it is requested that your office study the impact of Public Law 233 in order that such amendments in contractual concepts or administrative procedures can be implemented at the earliest possible moment. 3. Since the new law is effective 1 January 1952, there are only a few weeks in which to resolve these problems.
