MEMORANDUM FOR: Deputy Director (Support)
SUBJECT: Possible Merger of the Cable Secretariat and the
Signal Center.
1. Concurrence in the action recommended, which includes the
responsibility for operation of the Cable Secretariat with a staff
reduced in personnel ceiling from is withheld at this r)r_v_1
2. The heavy influx of cable traffic during the last half
of 1955 (over 30% higher than the like 1954 period) plus the new
requirements for a major project has currently over committed the
capacity of the Signal Center's present staff.
3. Considering the current workload of the Signal Center,
I em reluctant to accept responsibility for the operation of the
Cable Secretariat with an organization reduced primarily in the
managerial staff (reference attachment 3 of the attached study).
I feel that operating under these conditions would place a workload
burden on the Signal Center which they could not properly handle at
this time.
