4' Approved For Release 2000/ P60-00538A000100040094-7 STATEMENT OF MISSION AND FUNCTIONS Office of Communications Supplemental Programs Division ELINT Activities Branch I. Mission The ELINT Activities Branch will develop technical requirements for, and coordinate and control the establishment, installation, construction and revision of, ELINT stations and equipment by the Office of Communications Engineering Division including related research and development; will control all ELINT station programming and operation and provide technical and administrative support and direction for stations; and will provide technical support for CIA, and non-CIA components concerned with ELINT where required. II. Functions a. Develops technical requirements for ELINT station locations in accordance with existing target coverage, ionospheric and other physical conditions, cover requirements, DD/P sup;.,ort requirements and DD/I intelligence requirements and priorities and coordinates technical requirements with DD/P and DD/I. Develops operational characteristics for ELINT stations and equipment for use by the Office of Communications Engineering Division, coordinates'plans for stations and equipment with DD/A offices, and obtains, or arranges for 8ommo Engineering Division to obtain or construct, buildings and equipment and to conduct related research and development where appropriate. c. Reviews OSI and DD/P requirements and develops and assigns targets, frequencies and other conditions for station operation, and evaluates incoming material received from stations for conformity with CIA requirements and priorities. d; Coordinates station operations on prescribed or now targets and frequencies. e. Classifies material received from stations, obtaining advice and assistance from other ELINT agencies where necessary, and transmits all intercepts to the Office of Scientific Intelligence for analysis and evaluation. Provides technical analysis and other technical support and assistance where required for OSI, DD/P and other U.S. agencies engaged in ELINT, and, through regular liaison with such components and agencies, exchanges technical data. g. Advises the Office of Communications Administrative Staff in the conduct of all administrative activities for ELINT stations, including personnel and budgetary administration and maintenance of related records, security administration (in conjunction with the Office of Communications Security Division), career management and training (in conjunction with the Office of Ocmzmunications Operations Division).
