tical element of a headquerters division ands to an extent the
supply element of a field station.

The matter of vehicle recoree has been a source of some concern in
this survey since evidence of records duplication has been apparent
in seas areas. This is not particularly the case in this division.
Three problems in the administration of vehicles appear in this di-
vision as they have, to a greater or lesser eegree, in all of the
divisions sarveeed:

reports have suggeeted that no one set of staudards could be
