MEMORANDUM FOR: Assistant Chief for Field Training
SUBJECT: Maximum Enrollment, Operations Familiarization Course
1. The current stated capacity of the Operations Familiarization
Course is sixty students per class. I do not know the basis upon which
this maximum enrollment was calculated, but it would appear that arena
capacity was the determining factor,
2. I urge that the stated capacity be reduced to forty-eight
students. Although the arena can accomodate sixty students, the arena
is only. one of the facilities having bearing on class size. Of equal
importance, is the capacity of the discussion or study rooms. When we
were preparing to handle a tentative enrollment of fifty-one students
for OFC No. 90 we found it impossible to place more than twelve students
in a discussion room, still retaining the seminar seating arrangement,
and permitting the students adequate work space. We have four discussion
rooms.
3. It would appear that reducing the course capacity would work
no hardship on those desiring to enroll. The largest actual enrollment
we have had for any running of the course was forty-seven students. The
average enrollment has been thirty-six. OFC No. 1 was scheduled in
two three-week increments and therefore is omitted from these data.
