The Basic Country Survey on Italy given 30 p em er oug -ecember 1958 indicates that one hour and ten minutes will be devoted to "Communist and Socialist Parties." The lecturer is PIO ULIASSI of the Department of State. SIC notes thatt d. The course catalogue gives as one of the objectives: "Emphasis will be placed on such problems as the continued strength and potential of the Communist Party (largest in the Free World)." The Communist and Nenni Socialist Parties account for more than 35% of the vote and the seats in the Chamber of Deputies in Italy. We have the competence in this field since our staff regularly gives lectures on The Italian Communist and Left Wing Socialist parties in the Organization and Operations course. We were neither consulted nor asked to participate in the Communist phase of this course. 25X1 x 25X1 inteiiigence School and SIC are now prepared to report to the A&E and JOT staffs observations made by instructors, in accordance with criteria established by those staffs. (NOTE: This does not alter SIC's premise that with the possible exception of the basic course, its function is to provide staff personnel with a body of knowledge gained from our continuing exploitation of Communist Party documents and IT - ~ - p ! , , 7, - . _ Approved For Release 2004/05/0 P60-00594A0003Dbb. 0005-2 Approved For Rase 2004/05/05 CIA-RDP60-00594AQ0300070005-2 of the accumulated knowledge and experience resulting from the Our 25X1 people w equippect to o 'their jobs and it will later be reflected in their job performance. Instead, Ito determine the composition of the toe ence -- whether their operational experience was in their experience in RIS operations -- and what instruction in the RIS they have previously received. Il is to make available in his office a half dozen draft studies which won t be released for months - if ever. These i n - t h e y expressed the opinion that if the course were publicized to the desks 1 for what it is (a true seminar on operations designed to present ideas from all of the Free World stations which might be applicable to the students country of interest) there would be no problem. They also said that publicizing the fact that since performance in this kind of a course cannot be evaluated and consequently no "grade" is given would be of great help in attracting senior personnel. Approved For Release 2004/05/05 ; - P60-00594A000300070005-2 of ICD, after the panel concluding the course, suggested I/ I that ICD OTR jointly issue a "plug" for the AGO coming up in January, to the above effect. 6. The Special Training Course for OSI began Wednesday 1 October with 11 students. Some auditors will be present for later sessions. The course, which was jointly organized by OSI and SIC includes elements of three SIC courses (IOC, CPO and BCS: USSR). 5 7. Only five have thus far enrolled in the Organization and Operations course scheduled to begin M nday 6 October. This number does not justify running it. Four are DDP and one OTR. Only three are scheduled for over- seas in the foreseeable future (2 of these . They are all being called to-day and offered a two-week tutorial (20-31 October). During this period in addition to receiving individual instruction they would audit the lectures on Organization and Operations in the JUT program. 8. Regardin the meeting on the showing of films relating to Communism we had with OCR in your office Wednesday 1 October: We plan to get out a prototype film with tape trailer in cooperation with OCR soon (but bearing in mind our heavy participation in the JOT program.) This trailer, as 0 sees it, can contain not only 2 - 3 minutes by way of "critique," to put the film in proper perspective, but also a minute's "plug" for the SIC courses. (We need to start selling soap in view of the enrollment difficulties in the AGO and CPO' noted above.) PSONNM TES 1. is leaving Friday 3 October. In considering a replacement, the thought has occurred to us that if our offices were all in one win we _MW t be able to drop her slot. The small classroom in Wifg 2200 (where office is) could easily be divided into three or fourcffices, adequate for our needs in the foreseeable future. This classroom is the least satisfactory of all the poor ones OTR currently has, as you know. So it would be no great loss. This is all speculation at the moment; we're simply raising it as a possibility. (There are arguments against it such as: the inconvenience from an administrative standpoint in conducting classes in the other wing when all the offices would be occupied by other than our own personnel, etc.) 25X1 25X1 25X1 Approved For Release 2004/05/0?: CIA-RDP60-00594A000300070005-2
