1. SIC has been requested to participate in a course on
International Labor Affairs which is being presented at FSI,
April 7 - May 2. The program is divided into two sections
two weeks on the American labor movement and two weeks on
International labor. 0 will handle the section of the
course devoted to consideration of Communist international
labor organizations. 0 has arranged informally to
participate in selected sessions during the second half in
order to broaden his competence in dealing with Communist
activities within foreign labor groups.
2. The SIC staff has judged the USIA course, now con-
cluded except for the final problem, to be one of the most
difficult of its assignments. The heterogeneous character of
the group which I mentioned last week represented only one of
the difficulties, although a major one. It has seemed reason-
ably clear that a few members of the class have regarded these
CIA people as interlopers. One in particular assumed the role
of self-appointed heckler and has been indefatigable in the
performance of this function, providing constant challenges and
interruptions. It was so obvious that other members of the
group became embarrassed and a few of them actually apologized
for this "show-off." I don't believe that he succeeded in
tearing the program down, but he certainly made a vigorous effort.
Three of the original enrollees left before completion of
the program, one because he felt that he was not learning anything
new, and the other two, interestingly, because they felt that this
effort represented a hangover of "McCarthyism," an effort to brain-
wash them. The student critiques to be prepared today should prove
to be among the more interesting that SIC has ever received.
