1. One of the most disappointing incidents in the history of the
JOT Program is the announced intention of former JOT 25X1
resign from the Agency? We consider him to be one of the few very best
and most promising JOT'.? He has or will have discussed his carefully
thought out reasons with at least six hi0n officials of the, Agency, It
may be that from this loss and the analysis of its causes will develop
improvements which eventually will be of great benefit to the Agency,
