and advanced study of the Armed. Forces, economic structure, political
structure, topography, psychology and sociology of the Soviet Union
and contiguous areas in Northern, Central and Southern Europe. The
aim of this pray-ram, now five years old, is to produce officers -wfio
understand the Soviet Union, Its peoples and its primary language
and who will have adequate background to make sound decisions and
estimates on the capabilities, limitations and potentials of the
Soviet Union and contiguous areas. State has participated in this
program over the past four years.
Informal discussion with Army indicates that CIA could
probably have a few slots for participation in the program commencing
September 1952. Accordingly, details concerning the program have been
circulated to the Agency offices ich are to inform me next week if
interested and able to spare qualified persons to participate. If
these returns show that CIA can provide suitably qualified personnel,
and I do have favorable preliminary assurance of this, formal action
will be taken to lay on our participation.
