CONFIDENTIAL
Director of Training 25 May 1955
Chief Instructor, CWC
Voluntary Seminar on the Ideological and
Organizational Concepts of than World
Communist Movement.
1. The CWC staff is convinced from extensive sampling
of student opinion among the graduates of CWC that a
voluntary seminar on the Ideological and Organizational
Concepts of the World Communist Movement would be of
great benefit. The informal seminar would be conducted
by the students with the CWC staff attending as moderators.
The time and place could be determined by the interested
students; but hours should be included within the regular
working schedule and the meetings should not be more
frequent than once a month.
2. The proposed seminar could serve as a media where
the latest shifts in the World Communist ideol ical and
tactical line could be explored. From these informal meetings
the various components of the Agency could coordinate their
thinking and action. In addition, the reading and discussions
would help to develop a core of specialists skilled in the
Interpretation of Communist ideological and organizational
concepts. It is hoped that such a seminar could also be
considered as a l fresher Course for CWC graduates returning
from field assignments as well as Headquarters personnel
who need to keep abreast of the changes in the World Communist
lbvernont.
3. It is requested that permission be granted the N G
staff to initiate the seminar described above through the
proper channels and with such modifications as may be
deemed er,edient to meet the needs of the proppective
participants.
