1. made the suggestion in connection with the
Career Service Program that it would greatly assist the analysts in
OSI to have training assignments in leading university. or industrial
research laboratories about equivalent to a summer session.
2. While at 1111111 on 18 September 1952,

Laboratories gave employment to a number of professors from key
academic institutions each summer, ointed out, howeveP;X1A
that the general result was that a pro essor so employed was engaged in
a part of one project and necessarily obtained a rather narrow view of
the research activities of the company.
3. After some discussion it appeared that a more fruitful arrange-
ment would be one in which the (I man remained on the payroll of the
Agency and was aurthorized to spend full time from a week up to say,
a month in a research organization and was free to discuss the matters
of interest to him with the responsibile research workers in the organ-
ization. This form of "refresher" training, if extended to selected
academic and industrial laboratories, could prove very fruitful in
sharpening the ability of the analyst to perceive and evaluate research
items of intelligence importance. I am calling the matter to your
attention for your consideration in connection with the Career Service
Program.
