Approved For Release 2001/03/16 : CIA-RDP61-000177A 00040002-6 Comments on routing sheet attached to staff study read:---- Routed to C/OS by DTR on 2 with: "Harry, ask some of your experts to evaluate these papers & their relevance to OTR. " Comments thereon by as follows: "The same papers (perhaps with some minor editorial changes) were shown to me a few days ago as draft of an Operational Aid being prepared by the PP Staff (I returned them). There is no point in OTR duplicating their effort. The papers may have been all right for the limited purpose described i covering memo, but are entirely inadequate as operational training material. They see the situation from the viewpoint of the affected government, not from the viewpoint of what CIA could do about it. They are also far too general. Some of the terms used (e. g., "internal invasion, " p.1) seem rather unfortunately chosen. Of course, the subject deserves treatment -- but a better one\! Comments b "Althougb far from being an expert on the subject, I believe that Section 2 of Paper HI-Military Considerations-- presents the subject of guerrilla tactics in the sauce light as the Special Forces Course.
