Proposed Training of Covert Personnel at a
Semi--Covert Installation
14 January 1953
1. It has recently been brought to the attention of the
25X1A Deputy Security Officer of your office that
the Training Division has been requested to give instructions
at a semi-covert installation to a group of staff agents.
2. The Security Office has maintained as a general rule
that staff agents and other categories of covert personnel
should not be trained in semi-covert or overt agency installa-
tions.
3. It is recognized that exceptions to this general rule
may exist. However, it is felt that in each instance of such
an exception, the office responsible for the operation of the
covert person . should initiate a request for an exception to
the rule. This request should fully and clearly explain why
it is felt that covert personnel have to receive instruction
in a semi-covert or overt installation and, at the same time,
should point out what measures will be taken to protect the
cover, status, and security of the covert person.
1.. These requests for exception should first be processed
25X1A to the and thence to the Special Security Division,
T&SO, for concurrence before the covert person is trained in
such an installation.
5. The group of personnel with whom is
concerned, with one or two exceptions, were covert staff agents
under commercial cover. Accordingly, this office cannot enter-
tain a request for concurrence to approve the instruction of
this group at a semi-covert installation.
6. Please advise me if I can be of further assistance in
this matter.
