MEMORANDUM FOR: Chief, Management Staff
SUBJECT . Survey of Position Evaluation Division,
Office of Personnel
1. T am approving the Management Staff Survey of the
Position Evaluation Division, Office of Personnel. As you are
aware, I have approved at an earlier date the Management Sur-
veys of the Office of the Director of Personnel and the Insurance
and Casualty Division.
2. At this point in the progress of your overall Survey
of the Office of Personnel, I am rather alarmed at the tendency
toward expansion which your three reports represent. I am cer-
tain that you are aware of the Directorts continuing insistence
upon holding the line at our present on-duty strength. Obviously,
it is incumbent upon me to support this policy. Therefore, I
simply wish to advise you that Iwill not present the Director
with any request for a ceiling increase without overwhelmingly
compelling reasons to do so.
3. I have expected that the reorganization of the Office
of Personnel would be effected within the present ceiling allow-
ance and urgently request that this fact be kept in mind as your
Survey progresses toward final conclusion.
