Funds Personnel Actions 18 OCT 1954 /our concurrence is requested in the attached staff study proposed for approval by the Assistant Director for Personnel. Its approval would result in the adoption of a modified Standard Form 50 (SF-50), Notification of Personnel Action, for the authentication and notification of official personnel actions involving employees paid from confidential funds. Stan- dard Form 52 (SF-52), Request for Personnel Action, would no longer be used for notificaticin purposes in lieu of the SF-50, although the SF-52 would continue to be used for the purpose of requesting official personnel actions. Standard Ibrm 52 (SF-52), Request for Personnel Action, is used when the employee is paid from eonfiden tisl fund ? e.v,,.._ C. he ion and Processing of Standarl Form 52, eqist for Personnel Action, requires operating components to submit up to six copies of the S.52 'Own requesting a pereonnel notion imvelving an employee paid from veushered funds. Generally, however, the number required does not exceed three. If the employee concerned is paid from confidential funds, however, the requeeting office iB *eked to submit up to eight copies of the 51-52. The purpose of re quiriag additional copies of the form in the case of eonfidenttal funds actions is to provide the Office of Personnel with copies for use in lieu of the 3F.50. In addition this procedure places a very heavy burden of work on operating off ce particularly in the DD/FP the fact that a majority of SF calved in the Office of Personnel reqgre extensive pen-end-ink corrections on each copy, considerably increases the volume of work in the Proo and Records Division of this Office and materially increases the bility of clerical errors. Often, earany as eight copies rust be corrected and oceasionally the individual making the oorrectiens ie interrupted and accidentally fells to catch every copy. Also, prior authentication and distribution of the 3Pe52, all corrections nutt be earefully checked in the Transections Section. In some cases, correc- tions are so extensive or typing so illegible that the 3Fe52 is r e ln addition, the Neehlne Records and Finanoe Divisione of the Comp roller's Office are asked to acoept, as official, doeuments which, in many eases, are barely legible and stow nueerous alterations. The impreasion is given that any one who wishes to de so can alter this official document at prace tioally any processing stage. b. Considerable study has been given to the use of a modified S7-50 fidential funds actions. It would eear that adoption of the SP-5e this purpose mould obviate the need for the preparation and submiseion extra copies of the SF-52 by requeeting offices for the Office of Per use in lieu of the sr-50 thus eliminating a heavy burden of work ln opera ting offices and in the ST-.50, of Personnel. Also, it is likely that clerical errors would be minimized. c. A modified version of the SF-50 has been devised vhich is distlnotJ different in appearance from the SFe50 currently dependable basis for special handling of eti Also, in order to mininise outsIde intereet in or internal procedures, an effort has been made to devise a nodifioatirn would not require the prior approval of the CSC or other agency. In this connection, informal discussions with management Staff and ',ogle lob Office representative* reveal that an 3F-50 medified as shown on the aeconpanying exhibit could be procured through the General Services Administration from the dovernment Printing Office -without prior CSC approval. It is important to note that the adoption of a modified sr-50 for con- fidential funds pereonnel actiens weed not increase the total work burden on the Office of Personrel. This is due to the fact that con- siderably more time and effort is currently expended in making pan-and- irk corrections on up to eight copies of the 8F,52 and in checking and verifying these corrections then would be regnired to prepare and die- tribmte the sr-50. 4. CONCLUSIONS' a. lee of the $r.62 in lieu of the 8F,50 for peraonnel actions involving individuals paid Pram confidential funds requires an unnecessarily large volume of paper work for the Office or Personnel and for requesting offices and materially increases the passibflty of clerical error at several pro. ceasing stages. Adoption of an appropriate/7 modified version of the SF.-50 for the purpose of authentication and notification of confidential funds personnel actions would materiallv reduce the worh required in the preparation and -Drocessing of such actions and should mini7ive clerical errors. .
