Based on this review, the following cats are submitted: a. in connection with budget consideration, question has been raised regarding the propriety and value of certain areea?language training 'ing conducted by nche-aA training facilities overseas, as well as the authority of the Director of Training to approve and coniuct such training. b. It is believed that the Statement of Mission and Functions of the Director of Training, as contained in CIA Beegulation(copy attached as Exhibit "A"), includes the authority, in general terms, to co duct this as well as any otbar needed Agency training, unless it should be specifically prohibited otherwise. c. (2) Apprt sativ d. It appears from the foregoing that there is no question of the authority authority of the Director of Training to conduct such training aaetivitihs. e. It is recognized that CIA Regulation needs 25X1 clarification in certain respects. Also, it s conc eivable that in any revision of the Regulation the DCI might desire to specifically limit the authority of the Director of Training in same regard. However, in neither case., is it believed that a desired elaboration or restriction of the mission and functions of the Office of Training should be effected by obtaining the DCI's signature to a statement of mission and and objectives attached to the referenced study. . f. Paragraph 5 of the referenced study requests the DCI'ss approval in writing to "tom development and conduct by the Director of Training of area language pro ms to moat continuing requireaa nts of the Agency.".
