Comments:
1e This element is proposed to replace the former Specialized Training Division, with some realign=
went, and is included in the Operations School complex for the same reasons stated for the Covert
Training element.
2. The proposed T/O was calculated on the basis of the courses assigned,, It is anticipated that this
element will use a number of the so called "eliding scale", CIS-13 through 15, operations personnel
who are to be utilized by OTR and placed without-reference to title or grade. Positions were pro-
vided for the placement of such persons.
