1. An examination of pertinent records reveals that (a) the survey was
initiated by the Management Staff on 24 August 1954 and (b) the basic
report was completed on schedule.
2. Numerous difficulties were experienced in obtaining five concurrences.
These were not only the occasion of a series of long delays but ac-
tually confused the issues and complicated the possibility of obtaining
final approval.

Under these circumstances$ the study has remained in suspense pending
the completion of more important assignments. In view of the prior
difficulties., the establishment of a suspense date would be impracticable.
