1. In order to serve its consumers more adequately and to provido
rebearoh assistance to its owes analysts, the Office of Research and
Reports has established a central. Esti:;aates File. The Economic Accou nto
Branch of Analysis Divjsion lies been assigned the respoLisibility of
maintaining, on a current bas-.s, this complete record of economic
intelligence estimates.,
2. To insure the caccura sy of O/RR, e: t. imaates in the File, the
branches of O/RR are auaigned, the responsibility of providing the
Economic Accounts Branca with all of the estimates which they make.
The Estimates File includes V**. following basic data files: Supply,,
Production, Inventory, Import,; and Exports, Capacity, Consumption,
Use Patterns and fl quirenents and Input Patterns.
3, Subsequent to I July 1952 the branches of O/RR will report,
all estimates, as they are made, to E nomic Accounts Branch. Revisions
of previous estimates will also be reported currently, not less often
than quarterly, negative reports being submitted when the branch wishes
to stand on its previous submission, All data ,in contributionnto NIE 6
will Di put on cards by the branches.,
4~, All O/RR estimates which have been made within the past twe1 =
months and have not been published in Reports Division, regular series
(such as PR, IF, MP, and. so on) will be reported by the responsible
branch by I September 1.952. Four exceptions to this rule are the Task
Force One papers (GiAIIIR 3-51), contributions to HIE-33 (CIA/RR 6--.5i),
contributions to RIE~40, (CIi/k1Ft 106.51), and the Economic Capabi1itie;
papers (CIA/RE 110-51).
5. Economic AccoLu-ts Branch will provide the necessary forma; and
a statement of procedures for the carding of estimates, and will be
