Sanitized - ApprovedFor Release : CIA-RDP61-06274~OW f~1~fOstate Mi ''LO'~ANLU% OF AGREEMENT /G QwQy U7 i p Between the Department of State and the Central Intelligence Group Relative to 1 ap Intelligence Activities and the Provision of Staff for the Joint Intelligence Studies Publishing Board Under the authority ;wanted in a Presidential Directive of January 22, 1946, and National Intelligence Authority Directive No. 5, and with specific approval of the National Intelligence Authority under date of June 26, 1947, the Central Intelligence Group (CIG) proposes to establish on or before October 1, 1947, a central map intelligence service for all Intelligence Advisory Board agenoies,now operated by the Department of State; and the Department of State proposes to abolish its Map Intelligence Division (NI) at the time of establishment of such central service, and thereafter to utilize such central service for its map intelligence require- ments. Under the same authorizations and in the same time bracket, GIG also proposes to relieve the Department of State of its obligation to provide a portion of the staff' for the Joint Intelligence Studies Publishing. Board (JISPB); in this proposal the Department of State acquiesces. GIG and the Department of State are agreed upon these plans and the methods of implementation of them as stated below. This state::ent is in terms of map intelligence activities, but will apply as appropriate to provision of staff for the JISPB. To assure adequate map intelligence service to all Intelligence Advisory Board agencies during; the period of implementation, the Department of State will continue operation of III at the request of CIG under agreement with GIG that CIG takes full directing; and financial responsibilit-r for such operations beginning July 1, 1&47, and continuing until the establishment of its central service. CIG hereby designates the Assistant Director for deports and Estimates as the Representative of CIG to provide operational supervision of MI. The Department of State will not remove any personnel, materials, or equipment from these activities without prior approval of this Representative. Space utilized by lil as of July 1, 1947, will continue to be available to CIC for operation of its central service when established until January 1, 1948, or for a reasonable period beyond that date pending agreement between the Department of State, CIG, and the Public Buildings Administration for relocation of the central service. Hers onnel of lI will upon establishment of the central service, be individually terminated by the department of State according to Civil Service regulations, and will be appointed to GIG without break in service under Schedule A, except in oases of employees for whom CIG does not have an organizational need or of employees who fail to qualify under Cis security standards. Specifically the process will be as follows : CIG will immediately undertake a manage ent survey o ' I:ii and of its own organizational require Tents, and on or before July 20 will advise the Depart ont of State of the number and type of positions in NIL which it will establish and to which at the time of ostablishnont of the central service, it plans to appoint former 11 employees. The Department of State will reduce LI in force to the number of positions specified by GIG. CIG will make a security check of all employees of L after the reduction in force, and will advise the Department of State of those persons by name who are not acceptable to CIG on account of security reasons. The Department of State will reduce MI in force a second time to eliminate the LI., terminating employees individually. The Department of State will provide employment elsewhere in the Department for all persons` by name not acceptable to GIG on account of security reasons where possible within the availability of funds and the security regulations of the Department of State and Civil Service regulations. Cis will appoint under Schedule A all former Ifl employees terminated by the Department of State on account of the reduction in force to eliminate L except those persons not acceptable to CIG on account of security reasons.
