A draft of the attached report was discussed with 25X1A9A prior to his departure. Certain changes and amplifications suggested by him and in which Management concurred have been incorporated into 25X1 A9A this finished report.1 -J stated that this report gives a fair and accurate appraisal of the major achievements and problems of OSI when such report is confined to a discussion of the internal administration and operations of OSI. 2. In view of the limitation of the management study to the internal aspects of OSI, requested that this report be 25X1A9A evaluated within the framework of the larger problems which are of concern to the intelligence community. Specific examples of such problems are: a. The assignment to CIA of responsibility without commen- surate authority for the coordination of national intelligence. b. The absence of national intelligence production planning and scheduling by a body with sufficient authority and stature to direct coordinated production by all intelligence agencies, co The inability of CIA to coordinate collection activity with production needs and to enforce collection responsibilities on the IAC collectors, d. The cleavage existing between intelligence collection and production agencies both within CIA and in the IAC agencies. e.
