SUBJECT: OCD Management Survey

1. Only an original of the survey report was made due to the large
number of charts and graphs included. OCD has the report.
2. I have continually directed the Management Branch to make no recom-
mendations to me until the interested activity has had a full opportunity to
comment on their findings and recommendations. For this reason I have not
personally read the report, but am waiting for OCD come-Its before making a
personal study to determine what, if any, recommendations I should make for
changes.
3. The management survey was not made at OCD request. I directed the
survey after receiving many reports from varying sources over an extended
period that its operations are continually impeded by internal management
duplications and restrictions. It was cleared with 00 before survey began.

4. In my last conversation with he suggested that the
report be filed without action. I stated that I could not concur, but that
I had no major preconceptions and woula not formulate any recommendations 25X1A9a
until I had thoroughly the report together with OCD comments. I
have also informed both ahd his deputy on several occasions
that I felt their internal procedures were much too cumbersome and restric-
tive.
5. Recommend that OCD be instructed to return the report, with their
recommendations,for study and further action. 25X1A9a
