Wicart, Chief Field Investigator of USOU9 who had been assigned to act as control officer for the Embassy; Mro Thomas 4T4 Lewis 9 Chief of the Industry & Transportation Division of MOM; and Lieutenant Colonel Wade H. Robert9 Sr09 acting as control officer for MAW. Mro Shannon was duly assisted through customs transported by official car to deluxe quarters at the Hotel Castellana Hilton9 and 9 as authorized9 given 99200 pesetas from Congressional Travel Account 19FT561. On Friday, October 5, Mr. Shannon was escorted to Torrejon Air Base and shown the nearly completed facilities there by Colonel Robert. Upon his return he had a half-hour conference with :Hr. Milton Barall9 Counselor of Embassy for Economic Affairs and Deputy Director of USOM/Spain. Sub- jects covered were the Mutual Security Program and economic conditions in Spain. Be also met Mr. Richard So A1drich9 the Director9 and Mr. Herbert C. Harris9 the Controller. Afterwards9 he had luncheon with other DVs at the Ambassadors residence. The remainder of Mr. ShannoWs visit was taken up with sightseeing9 etc. Be and fellow Congressional travelers went on an excursion to Segovia on Saturday9 visited in the home of one of his escorts that evening9 watched a jai alai match that night9 shopped in the Rastro Sun- day morning9 attended a bull fight in the afternoon9 and departed from Barajas Airport by TWA for Rome at 7830 pomo9 Sunday-9 October 6.
