OF HOUSE ARMS COMMITTEE

1. Ascertain from Committee members idea of their views of this and
subsequent briefings. Emphasize no desire cover up or withhold from
appropriate Members of Congress what they "need to know" about CIA
operations. Wrong that we building up artificial screen but have duty
under law to protect sources and methods. Also important to build up
reputation for complete security. Refer relationships other intelligence
agencies abroad; their value to us; and essential that they maintain
confidence in us.
2,. Pass around charts of our organization and discuss it.
3. Give our relationship to balance of intelligence commUnity IAC and
independent committees. Advisory representation on.NSC and
membership on Planning Board, and OCB.
4. Describe our various objectives:
(a) Synthesis and analysis of all foreign intelligence; national estimates;
etc.
(c) Cold war acjivities against international communism --

6. Present general Soviet attitude toward war; its present program in
