1. Discussed with Mr. Smart of the House Armed Services
Committee the problem of assignment of "jurisdiction" over CIA to
the International Operations Subcommittee of the Government Opera-
tions Committee. He is not concerned about this development. Smart
informed me that the Chairman would probably want to have another
meeting of his Subcommittee before the end of Februrtry. I have
