SUBJECT: Briefing of Senate Foreign Relations Committee
1. The Director accompanied by Mr. Amory and Mr. Warner
met with the Senate Foreign Relations Committee for approximately
three hours. Present from the Committee were:
Theodore Francis Green (IT. , R. I. ), Chairman
J. W. Fvlbright (D., Ark.)
Mike Mansfield (D., Mont.)
Albert Gore (I3. , Tenan. )
Frank J. Lausche (D., Ohio)
Alexander Wiley (R., Wis.
Bourke B. Hickenlooper (R.. l awa)
George D. Aiken (R., Vt.)
Homer E. Capehart (R., Ind.)
Frank Carlson (R.. Kano.)
Present from the staff were:
Carl M. Marcy
Pat M. Halt
George C. Denney, Jr.
Donald G. Henderson
2. Since a transcript was taken detailed comments will not be
included here. Senators Green, Capehart. and Aikea:iw particular were
most complimentary to the Director on the content of the briefing. This
was reflected in the UP ticker of today.
There were several items which require further action:
a. Senators Mansfield, "bright and Laeuscbe were interested
in the comparative rates of pay for military personnel of the USSR
and the U. S. CJA undertook to provide a comparative table.

b. Senators Lausche and Aiken were interested in the total
ree of Hungarian refugees who left Hungary in 1956 and how
had returned. prom the nature of their questions these
should be broken down into at least the figures involving the
U. S. and other countries.
c. In a discussion of Soviet capacity to disrupt world trade
markets including dumping of commodities, both Gore and Lausche
volunteered aluminum as an example. Apparently it is less than
accurate to refer to Soviet trade in aluminum as dumping. This
should be clarified.
d. Senator Iulbright inquired In an aside which does not show
in the record as to how many bushels of rice per acre were the
Chinese Communists expecting to get under their now foreign
programs.
