MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Senate Foreign Relations Committee
1. This memorandum is for information only.
2. Mr. William B. Macomber, Jr., Assistant Secretary -
Congressional Relations, Department of State, advised us of an
exchange between Senator Theodore Francis Green (D. , R. I. ) and
President Eisenhower in which the Senator requested briefings for
the Senate Foreign Relations Committee from Secretary Dulles,
Department of Defense, Central Intelligence Agency, and the
economic experts of the Executive Branch. The President agreed
to such briefings and designated the Secretary of State to coordinate
them. The appearances are to be on successive days and the
target is to be 15 January 1959 although Mr. Macomber thinks
this is early.
3. I mentioned a possible conflict with the request from
Senator Hubert H. Humphrey for a CIA appearance before the
Senate Subcommittee on Disarmament. Mr. Macomber said State
also had requests from Senator Humphrey and planned to send
Walter S. Robertson, Assistant Secretary - Far Eastern Affairs,
and Livingston T. Merchant, Assistant Secretary - European Affairs.
However, they are stalling on this as they feel that the Senate
Foreign Relations Committee should have priority in hearings of
this nature over the Senate Subcommittee on Disarmament and
they will try to postpone the latter. Mr. Macomber also pointed
out that other agencies will not be represented by the heads thereof
before the Disarmament Subcommittee.

4. Mr. Macomber said he would try to discuss the whole
matter of these appearances with Secretary Dulles as soon as he
returns this week end and felt that you and Secretary McElroy
might want to confer with Secretary Dulles before you talk to
Senator Humphrey and before any specific arrangements are
made with Senator Green.

MEMORANDUM FOR: THE DEPUTY DIRECTOR
I believe the attached memorandum can
await the Director's return as I understand he
intended to call Senator Humphrey personally.
Mr. Macomber of State is coordinating the
Executive appearances before the Senate
Foreign Relations Committee, and we will
keep closely in touch with him both on this
and appearances before the Senate Sub-
committee on Disarmament. I feel the
Di rector will want to talk to his brother
before any final arrangements are made.
