Blanchet and Luboeansky of the Department of State talked withal...OM and ayself concerning a project25X1A9a which they wished CIA to undertake for them. The project, for lack of a title, could be described as one which would supply information to aid in the preparation of a treaty to insure the peaceful use of Antarctica during the years 1959-1965 or some other suitable period. They brought a tentative outline with them vhich was based upon a study and others did concerning inspection of missile deployment. I spent considerable time determining, as best we could, the nature of the information which would be most useful to the Department of State in the treaty-making process.
