There are a number of reasons wby the United States intelligence
co=mmi should be better Informed about Soviet and Egyptian
broadcasts concerning Africa.
For over two yeas the USSR has been engaged in a
project of African studies, including language, literature,
ethnography, history, and econor cs. It is tailored among
other things, for the production of propaganda in USSR as well
as in Africa but except for Swahili the African language barrier
has not been broken as yet. It is well known to Soviet propagandists
that they st broadcast in the dozens of dialects of the African
peoples in order to pave the way for successful missions of
scientists, ecoro:-:lets, engineers, and bankers, and this
now being actively persued.
Nasser is currently interested in establishing his influence
and control over much of Africa. Combined with not-so-latent
nationalism, this effort parallels that of USSR in attempting to
reach the "little mane and in eliminating Western influence. It
is a known fact that coordination of these efforts is controlled
ty Soviet interests resident in Cairo rather than Moscow.
These propaganda campaigns constitute a major effort to
influence Africa against the West. If the `zest is to maim a
successful bid in Africa it must know the propaganda targets and
arguments of the opposition, whether such propaganda is sponsored
by the USSR, by Nasser, or a combination of both.
