1. The attached study is the result of an experiment on the
part of one Branch of the ERA in improving its requirements for
field collectors.
2. We have subsequently determined that this type of require-
ment (a collection guide) is indeed very useful in the field and
could result in the reporting of more information of use to OPT,
analysts.
3. This approach could be profitable for the GEA, parti-
cularly on certain subjects, e.g. escape ana evasion, and uncon-
ventional warfare. It is recognized that some GRA interests will
be covered in the guides prepared by .BRA branches (agriculture,
population). These guides will of course be coordinated to insure
that geographic interests are included.
4. If you are interested in participating in the preparation
of collection guides by subject and country, I would be glad to
discuss any of the problems involved.
