With regard to the proposal for ezchange of rockets and satellite instrumentation (paragraph 2, minutes of meeting of 18 March 1953), reported that the U.S. Nationet Coraeitteo for the ICY had written to the Department of State requestme the position of the government with respect to the proposed exehangee. The letter also stated that the Executive Committee of the USRC ereloreed the exehanges from a scientific point of view. The Science Advisor of the Department proposed that this matter be referred to OCB for determinatIon of the government's position. With regard to the Soviet request for permiscion for their hydrographic vessel Vitae to visit Honolulll and Sall Francisco, (paragraph 4, minutes of meeting of 18 March 1958), the Working Gr. 11) noted that 25X1A9a 4. The Working Group discussed various asz:ects of the problem of possible continuation of the IGY in one form or another after December, 1953. suggested that the most feasible form of continuation would be louPrihprouams undertaken iodividually in their specific fields by the international scientific unions affiliated with ICJ. Continuation of IGY type activity in this way would have the addit:tueal advantage of diluting and fragmenting Soviet influence in the pregram and reduce opportunities for Soviet propaganda exploitation. 5.
