On reviewing the progress, it is the view of the Secretary that there is still much room for improvement in coordinationandeconamy of effort connected with the briefinge. It might be well for the members to be pre- pared to discuss this problem so that an accurate constructive state- ment CM be made in the Semt-Annual Report. As mentioned in a previous meetdmee the Depertment of State La somewhat concerned that projects initisted by other elements of the Government through private contraetors have not been made known to the Departmeat of State by the Government agency involved in sufficient time to permit a coordinated Goverment opinion to go out in response to the private inquiry. Maey of these projects are of interest to the intelligence communitee and it is desirable that some orderly method for notifying the Department of Slate be initiated. 47. Exhibite. Itzit_alLtEximet Recently the UK EMbassy informed the Department of State that certain exchange aereements have beesa made between UK and the USSR. These include about 200 stud sats and a 120 professors in varying categpries. Of perticular interest to the in- tallier-nee community is an agptemeut to exchange grove of professors of metallurgy to study the methods of teaching:in each meanUnr and to visit research institutes snd metallurgical plants.
