SUBJECT: Exchange of Census Observers with the U.S.S.R.
Attached is a memorandum from the Bureau of Census recommending
an exchange in the field of census taking and related activities with
the U.S.S.R.
The Department of Commerce concurs in this recommendation, and
suggests that steps be initiated to provide for the exchange as noon
as practicable. Mr. Norman Lawrence, Chief, Foreign Manpower Research
Office, Bureau of Census, code 157, ext. 7265, has been delegated as
the individual within the Bureau of Census to contact regarding this
exchange. I am sure you will find him most helpful.
