Eecomaeneatix:rn and Problems
Monthly F r for Jim 1958
The overload of work-in tie riproduction plants appears to be easing
somewhat, at least insofat as it ante the work-of this Divisiqu. Durirp
the month both plants male sintereeforts to meet our requests, and on the
whole, the few delays which die ooJ did not materially affect our
production or scheduling. However; d ls.ys were encountered in secoiring
intermediate reproduction-work-whisi fill have a future effect on our
ability to meet commitments on NIS banes and Chapter 1 raps.
The agreement reached witk.t/1L on the distribution.and control of
D/GC produced maps has been wozkinj wry well. After a full month of
operation, the results have been extremely good in that a more efficient,,
realistic approach has a :ved az, apgrec;iable amcnznt of time and eiTort in-
D/GC.

The number of new Jots we took in this month is rather :low: compared
to a few months ago.: 'hit is,ta tunate in view of the fact that-
is spending as much time e.s h3 p)ssibly Can on a special project for T.'-'.

The Par Fast Prsrc:h renort?s glair, on its concern about the breakdown t.f
FDD's support: Personal -visits to in Y Building are still being. made in
an effort to oht r a more equitebie ervi.cing of :GG/F requirements on cotsn_t-
nist China. In this con+stctior s e~raluation of MD's service over the Est
year was given to >-lee ite the developments indicated in the
foregoing, the inadequacy of C1 irea ('otim nisi geographic publication exploita-
tion remains the most critical pradl n in China research=in GG/F. As noted
last month, the expediency of I`DD!3 n-overageof recent Chinese Oomunist.eo?rapt,
publications has markedly=declinedio r the past year and reached an all-tip i
when the one translator assigned to rawer geographic serials was assigned to orcer
duties. In fairness to ?D , it - is :rep?ocnized that they are aware of the - Tiro alem
and are trying to reorganize tieir 'per-sonnet to afford better service. As of
now, Ageography" has been reassigned to another translator, but one who bee the
primary duty of followin t, anspcr.;at .or developments in 'China.
The problem of servicing TJ G re uirements by St/i is still :under
consideration and will be=repost:ed. m next month.

The photographic slidees on Africa available at Graphics Register were
carefully examined during June by 9*29mber of the Year East/Africa Branch,
and the conclusion was reached that the collection is not adequate,
particularly whet. one i.s faced uittb.a short deadline. If ample time--is
available, slides allegedly can be'procured, but the objective apparently
is to add to the collection on F:pi$ e81 basis as occasion arises rather
than cover the area by procurini slide collections from individuals or
institutions.
EDITING AND REVIEW STAFF
The problem of the format =of GR-181, Civil Divisions of the World:
Part I, Asia and the USSR,-was discussed with Ch/G. When the reasons
for the deviation fr(xe the stan? dard format were explained, he agreed
to the use of the same format .Li the four following reports in the sate
series. Sine-e some meertaint; remains as to the use of controls and
the omission of the lgency sea.: and the name of the issuing division
from the cover, GG/R will prep r?e a list of these and related problems
for submission to the CIA Publ: nations Board for formal decision.
This list will be premed as -i=con as the current year-end rush of
work is over. The resulting Eie)riaions will meet a long-felt nixed of
the Editing and Review Staff.
Chief/G conferred with the Acting Division, Chief, the ed-tors,
and the responsible ex lysts eoi eerning focus and content of the urban
study of Nori.l'sk. C'.h/O re .:ortiended the issuance of shorter reports trsint

Re the requirement prd len t in processing and coordinatirg, quest -. cns
are often combined and modified in such a way that it is difficult to rey
who ".owns" (car has a me . or , interest in) questions that finally go to the
field. When answers come baekthey usually go into channels as CIA
reports and quite frequently of ices that submitted questions are never
told specifically that answers, W their caestions are to be found in
report so-and-so. Interested 00f .oes may stumble on reports containing"
answers to "their" questions cr they may miss them completely.- We feel
two principles must b followed ere the situation will improve-
