This analysis is based upon all of the material being ac compannied by couriers over every stage of its journey. It contemplates that the backbone of the service will be three times weekly round trips on commercial air transport between Washington via Tnirope, Middle East and Asia. These trips, at $2500,00 each for fare alone, were selected in lieu of three "Round the torld" trips in each direction at $2000,00 each, total six trips weekly, on the basis that the latter required the first 9,000 miles travel westbound and the last 9,000 miles of each eastbound trip before and after touching at any post in which you had an interest. This decision represents a reduction in fares alone of some $4,500.00 weekly with corresponding reduction in personnel and related expenses. 25X1A9a 25X1A6a As you had requested, this proposed service is designed to transport your material to destinations formerly served by military postal channels and at the same speed of transmission now realized through the latter facilities. P. comparison of the present transit times through military channels and that which will accomplish the desired result under the proposed service is at TAB "A". Khile moving your material to these APO locations, service to other posts on the line of travel is also expedited and a comparison of this aspect is at TAB "B". A. tabulation of the various. expenses for the proposed service is at TAB "r". You will note that the largest single item is that for excess baggage charges. Vie believe that you can substantially reduce this total through a careful screening of the individual items with a view toward diverting less-urgent and bulky items to the non-revenue Armed Forces Courier Service facilities. A tabulation of the excess baggage rates to the various "on line" destinations is at TAB "O". This will substantially reduce the estimates set forth in TAB "B". You will be further advised on this aspect when discussions have been held with the carrier. The proposed service will benefit your material for all geographic areas except the continent of Africa, where your present volume indicates an active Agency interest. At.TAB "E" is outlined a proposed service in that continent, together with estimated fares, personnel and related costs. At TAB "F" is a tabulation of the present transit time for the posts concerned and that which would be realized if the service outlined at TAB "E" were placed into effect. In relation to the total cost of the service set forth in TAB "C", the additional cost of providing the more expeditious service for the African area would appear to be justified. The twice weekly service to outlined in TAB "C" costs a total of $20,613.00 and one courier man-year. In view of the small volume, less than one pound for the month of April, you may wish to exclude that portion of the proposed service and to forward your material by Armed Forces Courier Service channels. Transit time over the after will probably average 8 days in each direction. Following our conference the service to was reexamined. We 25X1A6a believe that providing once weekly service by extension of the State Courier route supplemented by Armed Forces Courier Service direct from Washington will meet the need for that post and the schedules and costs have been adjusted to this routing. To assist you in visualizing the services there is attached a schematic diagram of the proposed service TAB "G", a time table of the proposed main line service TAB "H", and a map with the principal route and the side routes indicated TAB "I". Should your Agency desire to have this proposed service placed into effect, it would require a minimum of 90 days although partial service could be in effect in about 30 days after notification with gradual build- up thereafter.
