FSI has done it again! Mr. John Hoover, director of the Senior Officer's Course, called me yesterday to request a lecture in January. Being flattered by the invitation I glibly replied that I would be pleased to address the group and asked him what subject he had in mind. The answer was "Communist Instrumentalities," and when I pursued the subject a bit further trying to determine what he meant by this term - the reply was "I'll let you decide what is meant by the term and what you'll talk about!" The life of a course director in FBI must really be a relaxing experience. 2. I had another call yesterday which was equally strange, this one from Paul Taylor, the State man who is Chief of the Political Affairs Department at NWC. He was seeking suggestions for someone who could lecture on "The Historical Antecedents of Russian Communism" - someone with a prominent name. The strangeness of this request stems from the fact that the State man who replaced Boris Klosson, and who works for Taylor at NWC, was Chief of State's research area in the Soviet field and should be much more familiar than we are with the "names" in this field - plus the fact that Bernie Morris, Chief of S=tate's International Communism Staff, teaches at American University in the Russian field. I am, of course, flattered that these people think of SIC, but I continue to be amazed at the monu- mental lack of information and planning which seems to characterize State's activities in the training field. 3. I am afraid that and her Staff may feel that we in SIC have been dragging our feet on the matter of completing a Communist handbook. I'd like to assure you that this is not the case, that we have accepted the full responsibility, but that this job, in order to be done properly, is necessarily a long and rather tedious one.
