1. In response to the request made by of OTR/Personnel
concerning the need of SIC for assignment of military personnel in the
event of mobilization, it is my view that SIC would have no need for
such assignment unless other responsibilities were placed upon it
than those presently existing. In the event SIC should take on the
responsibilities of training in the military field in subjects such
as: Order of Battle, Ship, Plane and Armament Recognition, Uniforms,
Insignia, and things of that sort, the assignment of military per-
sonnel to provide such instruction would most certainly be required.
Although I conceive of this as material for the Operations School,
obviously it could be handled by SIC if so directed.
2. Nine students began the Anti-Communist Operations course on
4 May. was not available to "kick off" the course until
the second day but it is now running as originally scheduled.
3. have in the past been impressed with
the interest, alertness and apparent knowledge of the SIS classes
to whom they have lectured. On the basis of the seminar groups which
they ran individually on 5 May this opinion must be revised unless
the present SIS class is an exception and less well-equipped than
previous ones. In the seminar groups which consisted of from
twelve to fifteen students the level of discussions remained basic
and pedestrian and none of the students displayed more than a lay-
man's knowledge, nor were any of them particularly articulate.
The sophistication of the seminar discussion rarely reached the
level achieved in our IOC classes. It was concluded that we have
been misinterpreting enthusiasm and interest on the part of the
SIS classes for knowledge of the subject. the SIS
administrator, suggested for future runnings of his course that
the Communist instruction be given in seminars rather than by
lecture. On the basis of this experience it is felt that changing
to seminar discussions would be less productive. The discussion

were unable to see him afterward to inform him of our conclusion.

4. The possibility has arisen for to be detailed
to OCR on a 90-day trial basis. Since the prospective position is
a permanent one of Intelligence Analyst carrying a GS -9 slot we feel
that should be allowed this opportunity, and
has been informed that she is available. Her leaving wi p ace a
burden on the staff in that we will now have to screen all the documents
coming into the office ourselves until a suitable replacement can be
found and trained.
