1. Career Preference Outlines for SIC.
a. The exercise of reviewing Career Preference Outlines for
SIC raised several questions concerning the future of individuals
in the School. This was further brought to focus by the recent

interested the possibility o being assigned to or
this program. There appears to be no reason why this cannot
be done; and for his own benefit as well as that of the Agency
I recommend strongly that he be permitted the opportunity.
If this is worked out the obvious question is how will the
CPO&O course be supervised during his absence? I have dis-
cussed the matter with who feels that he is capable of
doing so but that he would not wish to be bound by its present
form and would like to make certain changes. He also feels that
there is some question as to whether or not personalities in-
volved would be such that he could handle the assignment. It has
been my objective to review and, to some extent to reorganize,
each of the courses in SIC. If a change is to be made in the
supervision of the course at this time I think it would be a
very appropriate time to review it and probably to make certain
changes in view of the fact that the major share of this course
is still carried by 1111111 and in view of the fact that I feel

on - Career Preference Outline. I feel it extremely im-
portant to put him back in actual operations of some sort wherein
his uses to the Agency would be - first, his languages, second,
his knowledge of Eastern Europe and third, his knowledge of
Communism with the importance of each according to this order.
I am quite willing to recognize that within the small 25X1A
class and tutorial activity is by far the most effective
instructor but I believe his effectiveness has been considerably
reduced and will ultimately become almost nullified if he

2. It is interesting to note that the IOC consists of only 77
persons at this running and that the great majority of these are from
D1/S. Furthermore, so far as I know there are no registratits lined up
at all for the USSR Area Survey course in early March. This may not be
unusual however in view of the fact that the notice of this course has
only very recently gone out.
II. OTHER ACTIVITIES 25X1A
1. gave a lecture on "The Purposes of SIC in Treating
the Subject o e Soviet Man"for the A&E Staff who is having a series
of lecture-discussions for their own people and for some of the OSI 25X1 A
people. Apparently challenged certain conclusions of an OSI
representative last week concerning the place of ideology in the
motivation of Soviet individuals. This I consider a wide-open subject
and one about which I hope we do not draw too specific conclusions as
it seems to me there is a great deal to be said for the argument that
Com ist ideology is frequently less a motivating factor than a hook
upon which Soviet and other activities in this field are hung.
