get specific information on their individual problems. This is not
within the Competence of SIC, and even if it were, would not be within
its prerogatives to disousakeee without clearance from the various
elements of DDP. It would appear, therefore, that SIC is being called
upon to provide training which it cannot do, If this is a hand-holding
service rather than a training function this fact must be recd If

in conflict with the analyses made by the other instructors in SIC, and
even if correct, which I doubt, are frequently unimportant, No manner of

with the helpless impression that he considers the individual, incapable of
understanding the finer points of Communism. I reiterate, however, that
despite this situation his presentations are so effective that many
individuals who have been in and around the Agency for years consider the
rest of the course a waste.

might be analyzed as the "textbook" of anti.-Communist operations whereas
the AGO could be termed the "case book." We will discuss pably
attempting to put on paper the "textbook" and reducing the course to
a few discussion and seminar meetings to be sure the "textbook" is
understood properly.
e. I have heretofore commented on the problems of the area
course. I am in hopes that the present work being done UVOU it - to
relate our study of the area of the USSR to the problem tend thereby

present situation.
II. 0TUZACTIVITIES 25X1A
1. NSA recently inquired informally through as to the
availabilit services for the training of their personnel. I
advised that we were not now in a position to put on a 25X1A
special course or courses for NSA but that their personnel would be
welcome to the Introduction to Communism phase of the IOC.
