I look forward to teaching again, and to the particular chal- lenge of instructing on a topic about which few of us are very familiar --- the legal authorities of a mili- tary emmander over civilian populations during emer- gency situations such as natural disasters, civilian riots, and, holocausts which are enemy induced. 25X1 2. In response tol I suggestion, A & E is now preparing for us an alphabetical listing of personnel who have completed PETB and FIATB. With us screening train- ing requests and using the A & E list here we can relieve A & E of the time and effort required in repeatedly search- ing to verify that a prerequisite test has been taken, and eliminate an interchange of phone calls between the two offices on many indiv:ramLuai cases. 6. Beginning FY '60, in preparing final reports on language awards the Information Branch will adopt procedures that grew out of the . Ted acknowledged that these were only minor suggestions but too, we know that they will contribute to streamlining and to concentration of responsibility in this element of the awards program. 7. Since we plan to withhold further awards actions until next fiscal year, the attached summary represents the complete story for FY 1959. 8. The University of Michigan has received a grant of $1+00,000 from the Carnegie Corporation to establish a Center for the Study of Higher Education. The University's program of preparing college teachers and administrators and of re- search and field work will be expanded. Fellowships at the pre and post-doctoral level to stimulate the professional preparation of college administrators are planned.
