plus MPD's record on operational experience will be furnished
General Quinn.
2. At the suggestion of Gordon Stewart, I called on
Colonel Keating, USA, Executive Officer of The National War
College on the 11th and discussed procedural matters relating
to the Agency's quota in the annual NWC courses of instruc-
tion. Colonel Keating reported evident interest in the Agency's
problems, although he is in no position to commit the NWC to
any reassurance that we will regain a third slot. Memo for

3. Brig. General Charles H. Royce (ret.), Chief of In-
struction of the Military Assistance Institute, was an inter-
ested visitor at the Intelligence Exhibit on 12 February.

4. The Information Branch has been energetically clearing
out accumulations of work in two areas; one, of the flood of
recently received language proficie cy rep,cords for considera-
tion for awards, which we pl /6 ec. ive, the other of the
files relating to current courses at local universities which
25X1 are now underway. expects smoother, more ef-
fective functioning from now on.
5. January-February 1959 Bulletin (No. 45), having been
published during the week, was circulated. We list the "Psy-
chological Services Staff" in the directory; the change back
to A & E Staff came too late to correct.
6. Headquarters briefings for students scheduled to attend
the Air Operations and Logistics courses at 0 were held
by the Processing Branch.
7. The Agency's representatives in the Harvard Advanced
Management Program, Colonel White and are planning
to report in Cambridge between the 16th and the 18th.
Harvard officials made a slight goof, after promising
us to identify Col. White as Deputy Director, CIA instead of
the usual "Senior Executive Officer, U. S. Government". A
published roster lists him as Deputy Director, U. S. Govern-
ment. We offered to have the matter corrected but Colonel
White volunteered to handle it personally.
8. Eight Agency employees attended the Weapons Orienta-
tion Advanced Course (abbreviated) at the Pentagon on 9 - 10
February.
9. has been systematically conferring with key
School (of OTR personnel on the subject of on-the-job train-
ing for new OTR instructors, the primary purpose being to
clarify and extend the Registrar's memorandum to all School
Chiefs concerning the particular Training Program. These
conferences are helping in the development of the Program
sufficiently to obtain its eventual accreditation. OTR's
own 5% problem will probably be eliminated hereafter.

10. Another conference of was held with Frank
25X1 Operations Branch, Office of Personnel, for the dual
purpose of ascertaining the current status of the Biographic
Profile program, and of reviewing the capabilities of the
Qualifications Analysis service. The Registrar Staff, actively
considering the improvement of OTR course registration proce-
reported that his hopes of uncovering an OP capability directly
usable in simplifying the present Form 73 ("green sheet"), were
slightly dashed. The burden will remain on us to provide in-
formation for instructors if we want to improve the cumbersome
green sheet procedure.
11. During the week 4 February - 10 February 1959, there were
990 persons enrolled in OTR conducted training. The breakdown for
enrollment is as follows:
334 enrolled in 58 classes (15 languages) voluntary
254 enrolled in 43 classes (15 languages) during hours
166 enrolled in 8 Operations School courses
197 enrolled in 8 Intelligence School courses
18 enrolled in 1 SIC course
13 Dependents
8 from other Government agencies
