SIGNIFICANT ITII'IS A. Training in Reporting: Mr. Bissell's approval of a plan providing for around-the-clock processing of intelligence information cables, probably will have considerable effect on, the training requirements levied upon Headquarters Training, Operations School. Another facet of the new program, according to who has talked with is that, in an 25X1A of o o prove the quality of field reporting, DD/P has approved "mandatory reports training for all GS-7's and above who are sent to the field in any capacity where they will deal with the reporting function. Work with TRNG in setting up an intensive two-week reports course and additional tutorial facil- ities." As you know, we have been conducting an intensive study and analysis of IRRR and IRF in an effort to identify areas of instruction and training that might be improved or deleted from the respective courses. In addition, the customer response for both of these courses has, for some time now, been sparse. We have been directing our efforts to the establishment of a straight reporting course that would be useful for all intelligence officers assigned to the clandestine services; a course that would increase the case officer's capabilities in the broad area of reporting, including operational, as well as positive intelligence reporting. I believe that Mr. Bissell's approval of intensified training for all CS personnel above the grade of GS-7 is a fine omen. I hope to learn more of the plan, particularly as it may affect our training requirements, during the next week. B. S & T Course: The several components of the Agency that participate in the presentation of the S & T course continue to cooperate magnificently. On the OSI side, Chief, 25X1 A Intelligence Production Staff/SI, whose staff is the coordinating point for OSI, has directed a memorandum to division and staff chiefs outliningthe cooperation desired from all SI elements. CIO Svnabus: Clark and I completed the editing of the Counterintelligence Operations Course syllabus on Sunday, 22 March. It has been reproduced and a copy is attached for your information. D. CSR: who is in charge of the CSR schedule for the next rennin of the course, 6 through 17 April, tells me that will substitute for Mr. Bissell in speaking of the sa on o e andestine Services. This will be Tracey's first appearance at any training course since his return from overseas. II. OTHER ITEMS A. Student Withdrawals: Last-minute withdrawals from training courses have plagued us for some period of time and I do not believe that we can look forward, with any degree of optimism, to the elimination of the practice. Coll of SR asked if it was advisable to train the Mtypes. Bill assured him that it should proceed with alacrity. then asked where he could ask for such training support. Initially., Bill blithely replied "Just file a Green Sheet with OTR.'r Then he backed off and asked me for clarification. I told the group that no such course presently existed in OTR and that to the best of my knowled a no requirement for such training had as yet been receivede later asked if he could talk with me about the program.
