SUBJECT: Weekly Activities Report #23, Field Training,
Period 8 to 12 June 1959
1. During the reporting week t e st dents of 25X1A9a
OC #8 were on leave. In a call from

JOT's had been assigned and that the identity of the 25X1A9a
five in would be furnished us at a later
date. stressed the fact that the failure
to place a vewn question was no fault of their
own but that we should be on the lookout for any
signs of discouragement on their part.

2. In preliminary reports from
as to the status of the OFC "Skills" por on, Mam
satisfied that a great effort will be necessary to
be ready to run the first Skills portion on
16 November of this year. I made quite a point of
impressing Bill with the fact that we would certainly
need his unstinting help to draft the extension of
the OFC.
As you know, technically speaking, Bill's
tour of duty ends on 1 August. I told Bill that we
would certainly appreciate his remaining long enough
to assist us in the running of OFC #18 which is
scheduled to begin on 21 September. In the preliminary
discussions with Bill, he stated very forcefully that
given the present staff it would be practically
impossible to prepare the Skills portion by 16 November.
I made it quite clear that it was no longer a question
as to whether we would or would not run the OFC
Skills portion but that how good it would be by the
time of the opening date. I told him that we were
committed to inaugurating that section of the OFC
by that time. I urged him to let the OFC go and
concentrate all his energies on the Skills portion
and to give me as soon as possible his views as to
what help we would need to prepare the Skills portion
in plenty of time for its running.

We again discussed the Skills portion on
11 June at which time informed me that 25X1A9a
he would be willing to remain here long enough to
do the writing necessary for this course and to run it
at least the first time. In effect, Bill was asking
that he be put in charge of the OFC for this period,
but I informed him that I would have to consider just
exactly what the management arrangements would be. I
had discussed with him previously the possibility that
the OFC and the OC would be combined, and that both
courses might very P the 25X1A9a

imagine, any combining of faculties and courses will
raise problems such as this. However, I don't believe
that they are insurmountable problems.

I have also assigned who took

the Skills portion.
3. The second running of the JCS course from
8 to 12 Ju,r.e was extremely well received. This course
began a littlo slowly; I gathered that the calibre of
officers attending this particular running was a bit
lower than that of the first group of men who came here.
Also, several of the individuals in attendance appeared
to be looking for areas in which they might be able
to criticize the Agency.
I think that OTR left little to be desired
in its physical support of this group and in the
precision with which the schedule was carried out.
At the same time our contribution to the course was
extremely well received. There was some criticism of 25X1A9a

There is this to be said, however, and this
is a criticism actually of my office, that hereafter
any schedule for special groups will include the most

qualified man on this Base to present a given subject
irrespective of the branch sponsorin the course or
exercise. I must admit that is not the most
qualified man on this staff to deliver a lecture on 25X1A9a
"Clandestine Internal Communications." The lot of
delivering this particular lecture fell to Doug only
because CFA was the staff committed to supporting this
co urse.
This very small exception to an otherwise well
accepted course is brought to your attention only to
reaffirm what I am sure you already believe: that
individuals on this staff must be used interchangeably
and not be confined by the artificial confines of

of his personnel who are taking SOC #4.

ATB participated in the JCS Symposium with
both lectures and demonstrations. Our demonstrations
went off like clock-work and are believed to have been
most effective.
6. ASMC #14 ended on 12 June 1959 and was an
extremely well run and successful course. A happy
combination of course improvements which will be
commented on in greater detail in the Course Report and
an enthusiastic student body made this running particularly
noteworthy.

9. We had the pleasure of interviewing and talk-
ing with during the reporting week and he
25X1A9a appears to be the kind of officer that would make a real
contribution to our effort here. He is expected to
return on 18 June at which time final arrangements will
be made for his occupancy of one of the Agency-owned
houses in town. His occupancy of this particular house
will help ease our housing problems and will at the
25X1A9a same time facilitate disposing of
this property later.
